Woman Who Conspired to Burn Milford Oval Property Indicted Again

Colleen M. Carr planned to commit arson in an insurance fraud scheme.

A Mont Vernon woman who was busted during an alleged insurance fraud scheme has been issued a second indictment, according to The Union Leader.

Police arrested Colleen Carr, 50, of 19 Mobile Coach Lane in Mont Vernon in January for conspiring to burn her property at 139 Union Square, Milford. They were tipped off by the owner of the Tasty Tobacco Shop, Rick Fells, who was told that Carr offered $7,000 to a tenant to leave for a week. Carr had lived in the building, which was also held P.C. Carr Realty and another apartment.

She was charged with conspiracy to commit arson and witness tampering, both felony offenses. Her building was insured for $400,000.

Carr was indicted by a Hillsborough County Grand Jury in April on the witness tampering charge. She was indicted by a different jury earlier this month on one count of criminal solicitation to insurance fraud.
